Daviddi: BiH, the only country that failed to transpose EU law on public procurement

The European Union is concerned about the proposed amendments to the Law on Public Procurement as the planned amendments do not bring BiH closer to relevant European directives. Instead of focusing on the crucial novelties suitable to companies and transparency, the amendments deal with some marginal issues – said Deputy Head of EU Delegation to BiH Renzo Daviddi in an interview for the Fena Agency.

Speaking of the Draft Law on Amendments to the Law on Public Procurement BiH which the Council of Ministers sent to the Parliament, he stated that "a transparent procurement procedure, with guaranteed independence of audit services as part of control of public finance, is an essential condition which the country must fulfill in the process of European integration."

"BiH remains the only country in the region that has failed to transpose the European legislation on procurement, which is proven to save taxpayers' money and guarantee fair competition for participants in the procurement process," says Daviddi.

Therefore he believes that the BiH authorities should ensure better management of public funds, among other things through "adoption of a modern and transparent public procurement law in line with EU acquis, as well as greater efforts aimed at preventing and combating corruption."
