The State Appeals Commission for Public Procurement has received 585 complaints in 2012, compared to 1.044 complaints in 2009. While the State Commission thinks that the reduced number of appeals is due to the companies’ better training and education, the experts point to the distrust of companies in the Commission due to the large number of refused and dismissed appeals, as well as to the high costs of the appeal procedure.
